18.1.1 Byte-Length Integer Format
  Byte-length integers are in the range -128 to 127 and
  are stored as 1 byte (8 bits), starting on an arbitrary byte
  boundary. Bits are labeled from the right, 0 to 7, as in
  Figure 18-1.
