  18.4.1 Fixed-Length String Descriptor Format
  A fixed-length string descriptor consists of two longwords.

  The first word of the first longword contains a value
  equal to the string's length. The third byte contains 14
  (0E hexadecimal-the OpenVMS code describing an ASCII
  character string). The fourth byte contains 1.

  The second longword is a pointer containing the address of
  the string's first byte. See
