  Command Level
  Developing a BASIC program involves the following steps:
  creating, compiling, linking, and running. This chapter de-
  scribes how to compile, link, and run a BASIC program. For
  information about using a text editor to create and edit files,
  see the OpenVMS General User's Manual.

  Some command qualifiers and qualifier options are not sup-
  ported by DEC BASIC. For more information about these
  qualifiers, see the DEC BASIC and VAX BASIC for OpenVMS
